Levy and the negotiations with Syria

Israeli Foreign Minister David Levy has called for continuing negotiations between Israel and Syria, saying that peace serves both Syria and Israel, equally.
In an interview with Israeli Radio broadcast on Monday morning Levy expected that the negotiations will be resumed again without preconditions and regularly. He said, "I think returning back to the table of negotiations should not mean violating the rules on the ground of which the negotiations were initiated," adding, "We have to proceed forward, and proceeding forward does not mean having preconditions set."
He indicated that peace is an integrated structure: normalization, exchanging of ambassadors, open borders, the waters and security measures "which are all matters on our schedule, and Syria has to express its views on all these matters."
He added that Syria wants Israel to start with the question of borders, a matter which is not accepted by Israel because it did not go to the United States just to announce whether it is going to withdraw from the Golan or not.
