UN to help Djibouti prepare Somali peace plan

David Stephen, the representative for United Nations Secretary General Kofi Annan, is to spend two months in Djibouti to help prepare a reconciliation conference of Somalia within a peace plan proposed by Djibouti, UN spokesman Fred Eckhard said.
