Israel's attitude creates dissatisfaction

"President Hosni Mubarak's meeting Wednesday with Palestinian leader Yasser Arafat came within preparations for Arafat`s forthcoming talks in Washington with US President Bill Clinton," Foreign Minister Amr Moussa said.
"The meeting dealt with developments on the Palestinian track and Israel's reluctance to meet its commitments," he said, adding that such an attitude is of negative impact and led to a state of dissatisfaction.
"Arafat feels concern over this postponement," he noted.
"The Israeli side put off implementation of agreements, despite earlier pledges to meet commitments according to Sharm el-Sheikh and Wye River memos," he said, noting that Egypt is closely following up the situation and its stance will be adopted in light of future developments.
"All obstacles on the Palestinian track are still there and nothing has been changed nor any solution found for them, and it appears that problems also impede the Syrian track," Moussa said.
Answering a question on what the US can do to overcome the emerging obstacles in the peace process, Moussa said the American administration has played and is still playing an active role whether it was on the Syrian-Israeli track or the Israeli-Palestinian one.
"What counts is the final outcome," said Moussa, noting that matters have to be judged by their practical results, not by a pledge or a document signed.
"All parties concerned especially the US, are demanded to set the implementation of the signed accords in the focus," said Moussa, adding that other matters are no more than crusts.
"There is obviously a blatant lagging in the implementation," said Moussa, remarking that this point in particular has to be raised by the parties concerned with peace, namely the US, Egypt or the European Union.
"The current developments per se do not signify a progress or success," expounded Moussa, noting that a real success will be scored with the implementation of the signed agreements.
"Israeli Premier Ehud Barak signed Sharm el-Sheikh agreement which was followed by partial implementation," said Moussa, adding that a setback ensued followed with a standstill.
"The installment method does not work," said Moussa, adding that the American interference to pressure Israel is important but when this might take place is yet unknown.
