Government to hand in this year territorial management scheme

The government will see to the completion of the restructuring process of territorial administration to adapt it to local environment growth needs, Premier Abderrahmane Youssoufi told the chamber of advisors Monday.

In answer to the call on Oct. 12 by King Mohammed VI, the government will submit this year to parliament a global reform project to lift up the country's decentralization system, he said. The scheme, he added, would help build up true regional structures and revise both the communal charter and regulations ruling prefectures and provinces.

Regions, he said, are a strategic choice for a global approach of territory management to bridge the gap between regions, enhance economy and introduce new management to make of regions economic actors and partners of the state.

The communal charter reform will aim at correcting the track engaged upon in the last two decades and secure democratic management of local councils, he said.

As to legislation ruling prefectures and provinces dating back to 1963, the prime minister said it will be adapted to communal and regional change to strengthen democratic identity and financial autonomy.

Youssoufi made the statement before the upper house to expound his government's action since it was appointed 18 months ago.
