In a speech delivered on Cairo University's celebrating the new Millennium Saturday evening, Prime Minister Atef Ebeid spoke on the government's obligation to eliminate impediments before the inflow of innovations and provide legal protection for innovators.

Asserting the important role of universities in this respect, Ebeid called for putting in place, within the coming five years, a plan to identify global changes in the sciences and the latest crop of innovations.

The prime Minister also believed that business institutions had a marked interest in this regard as they were by far the greatest beneficiary from science applications.

Ebeid urged such institutions to contribute to the modernization and development drive and seek to discover and sponsor innovative minds.

He also urged business institutions to appropriate a part of profits for developing scientific research.

Speaking of the State's withdrawal from investing in the private sector's economic projects, Ebeid said the State will continue to invest in the areas of national security, irrigation, scientific research and basic utility networks along with giving high-level and serious consideration to each fielded idea with view to turning it into a project for international investment.

The Prime Minister, highlighting the importance of the State's supervisory role of institutions and market movement, said that freedom was yet exigent for ensuring the influx of investments.

Ebeid reviewed the changes that took place in the 20th Century on the political, economic and scientific levels and the lessons that could be drawn from such changes.

He further said the first lesson to be drawn from the recent accomplishments is the assimilation of the enormous new scientific discoveries made across the globe and readiness to absorb yet more.

Ebeid expected future discoveries to take place at a much speedier rate than before.

He urged a review of the contents of school and university curricula and called for developing helpful tools to help students better assimilate the new additions.

The Prime Minister also called for providing university teaching staff with greater opportunities to follow up on the successive developments in sciences and their applications.

Institutions working in the field of knowledge transfer and development should likewise undergo modernization, according to Ebeid who cited the ever increasing expansion in sciences.

Ebeid proposed a selective approach in determining which branches of knowledge would, within available means, be best suited to realizing the aspired progress.
