Report on negotiations on the Syrian track
Syria-Israel, Politics, 1/17/2000

The Egyptian magazine Rose al-Youssef has stated in its most recent issue that negotiations on the Syrian track are dealing four main issues in the security file.

The first is disarmament in the Golan, which was agreed to by the Syrians.

The second issue is the presence of Israeli early warning stations where there are two alternatives in light of the fact that Israel is persistent to keep the stations even after having peace and its withdrawal, though the Syrians categorically refuse that. The two available choices are either that Washington vows to provide information for each country about the other or experts from Syria, Israel and the US would be recruited in these stations.

The third issue is the observers in the Golan. Israel wants US forces to carry out this matter under the flag of the UN. This arrangement, however, is similar to the arrangements of the peacekeeping force in Sinai.

The fourth issue is the issue of rescuing the level of armament and the number of the Syrian troops. This will eventually imply withdrawing Syrian weapons and ammunition into the depths of the Syrian territories.

The Egyptian magazine continued that the issue of normalization between the two sides is viewed by Israel as more important than the security issue and that Israel is persistent that it will not start withdrawal before the making of the first normalization phase.
