Syria will not participate in multilateral negotiations in Moscow, sources

Informed sources in Damascus said today that Syria will not participate in the multilateral negotiations Moscow intends to hold on February 1.
The sources said progress must be made in the bilateral negotiations with Israel before Syria will agree on participation in the negotiations.
The sources added that, "Damascus previously stated its refusal to participate in these negotiations and that it is not concerned with it and the situation has not changed as long as no progress took place in the bilateral talks."
